Atwood water heater inoperative

I see that no one has responded and offered any solutions to another water heater question, so I will add another head-scratcher on a 2015 Bounder 35K. I loaned the coach to my son for a weekend at the lake. When I was describing the features to him, we discovered the propane level was low, I supposed because the water heater was left on during winter inactivity. On the Texas gulf coast we don't really 'winterize', I keep the coach plugged in to 120V wall outlet during storage to keep the residential refrigerator cold at all times. This is the second 'winter' I have owned this RV and the first glitch I have seen.

We refilled the propane cylinder and he and his family had a great experience at the lake. Hot water was abundant.  When he returned the coach I turned off the water heater switches for the first time ever to avoid (I assumed) depleting the propane again during storage. Now when I want to use the RV, the water heater is completely dormant. Nothing I can do will make the water heater come on. There are two switches on a panel under the lip of the sink, one has a gas flame icon and the other has a thunderbolt icon. The red lamp indicator has never been on to my knowledge.

My son is adamant that he didn't cause this, and I have no reason to disagree, but I am hoping someone else has experienced this problem. I discussed this with a service technician where I purchased the coach, but he could offer no solution. I could return it there if necessary, but would like to avoid egg on my face if at all possible.

No need to be alarmed, I have diagnosed the issue.

Thermal cutoff fuse was open,  inside small plastic tube connected in series with the brown circuit wire to one side of the thermostat.
