Without testing the lines for a fault that is causing the GFI to remain tripped, it is not possible to say replacing it will solve the problem.  That said, often replacing a GFI does solve the issue and is a fast, relatively inexpensive way to troubleshoot the problem. GFI outlets have become readily available and much more reasonably priced.
