Checking out newly purchased Southwind, generator runs perfect with house only. Soon as I turn on either Air Conditioner it last 5 mins and shuts down w/EC 15. Eliminated battery charger as cause, and tested both AC units one at a time w/30a and both only draw 5-8amps. Wondering if water heater is cause being that I don't have water in the rig yet. Anyone seen this code or is it common for a 5500 to only run the house and not AC units?

Error Code 15 is an "UNDER FREQUENCY" alert. It means the generator is running slow (not running at full power).

This could be caused by anything from the wrong setting on the governor, to a bad brush. If this is a new purchase, you should take the unit in for warranty repair. If not under warranty, you need a mechanic or someone with the expertise to fix your issue.
