Same question was asked at a factory tour and the answer was that the rear cap doesn't have the internal structure to support a ladder like the larger Class A's. We were told that this was done (or not done) to maintain price point and keep overhead clearance low. I have a 2016 35E and resorted to purchasing a 16 ft extendable ladder that I ride with me underneath to have when I need it.
